Governor Makinde Issues Ultimatum to Companies with Explosives in Oyo State

Oyo State Governor, Seyi Makinde, has taken a decisive step in addressing security concerns by signing Executive Order 001, 2024, focusing on the handling and storage of harmful substances within the state. The governor, responding to a recent explosion in the state capital, Ibadan, has given a 72-hour ultimatum to individuals and companies possessing explosives to declare them.

The order mandates all residents and companies in possession of harmful articles or substances to immediately notify the Special Adviser to the Governor of Oyo State on Security. Notification for substances already in possession as of the effective date of the order must be made within 72 hours, followed by subsequent notifications not later than 24 hours upon acquiring such substances.

The governor emphasized the importance of comprehensive inventory details, including type, quantity, precise location, purpose of possession, relevant licenses or permits, and security measures for storage and handling.

Upon receiving notifications, the Special Adviser to the Governor on Security, in collaboration with relevant security agencies, will assess the risk posed by each reported case. High-risk cases, based on quantity, type, or storage conditions, will be prioritized for immediate evacuation and secure storage.

Governor Makinde clarified that high-risk cases include those exceeding designated safe quantities, storage in unapproved or unsafe locations, possession without proper documentation, or lacking adequate security measures. Evacuation and storage will be conducted by trained personnel and transported to state-approved facilities.

Companies dealing with harmful articles or substances are required to file Disaster Management and Mitigation Plans, along with necessary documentation, on the fifth day of every month. The governor also outlined the responsibilities and costs associated with logistics, making it clear that the affected individuals or companies bear the expenses.

The Special Adviser on Security, in collaboration with relevant security agencies, is authorized to enforce the provisions of the order, including arrests, inspections, and seizing non-compliant substances. Governor Makinde stressed zero tolerance for mishandling harmful substances and declared the Executive Order effective immediately. Following the signing, he visited the site of the recent explosion in Ibadan.
